Yeah, you can do a lot of great stuff with paint. You just need the following:

1) Artistic Talent
2) Time

FYI, even if you have something like Photoshop you will need the following:

1) Artistic Talent
2) Time

No matter what you use, you have to PRACTICE, PRACTICE, AND PRACTICE to get better!
