Is the ''Evil tower'' stage and meteor storm stage rare?

I have been through a lot of ladders on MKA since my xbox360 has been sent away to get fixed.

But one thing that i have noticed is that i have fought on every other arena on arcade mode except evil tower and meteor storm. They both look like really awesome stages. Is it only for practice mode? or can they be fought on arcade?

They appear only on the wii version of the game. This includes the Firewell stage as well.
The kombatants and stages on the ladder are not randomized in this game, for instance Kitana can only be fought in Hell or Kintaro in Tekunin warship. Hope this helped
