go to the run command after clicking on the start button and type in msconfig.
when the window comes up go to the tab that says services, scroll down till you see a service called messenger and uncheck it.
don't worry, this has nothing to do with instant message clients or anything useful to you unless your using your work computer and are connected to a network.

now,if you've already done this and this is happening I dunno what to say,all I know is it gets rid of these annoying types of misleading ads and that if there is a legitimate problem you'll still get warnings in similar windows.

to me it seems more like an ad though.

[Edit]

well,I noticed you downloaded a popup blocker.unless your a user of IE your probably wasting system resources with it.
personally I just use the built in popup blocker in Firefox.

Looks like you're talking about a network. 7th just wanted to find a way to stop the pop-ups from coming up.
did you read the whole damn thing or did you just read the part I said about "not needing the god damned messenger service unless your hooked up to a network" and just misinterpret that?

I was simply stating what the typical use for the messenger service is really and that most people UNLESS THEY ARE HOOKED UP TO A NETWORK OF COMPUTERS IN A WORKPLACE won't be needing it.

thanks MK, i did that and unckecked it. So far so good...even turned off the popup blocker. though i have only been testing this out for like 5 minutes now.

Midget Kong is exactly right. I have this problem every time I format my hd and put a resh windows install on it. For post-SP2 systems, you can simply uninstall the messenger service via the add/remove programs menu, under the Windows Components submenu, yet anyone using a prior Windows release must use Midget Kong's method.

The following link is directly from the MSoft Knowledge base, outlining the problem and giving its remedy.
