Maybe a dumb question but what is an art cell?

It's like a very small frame of art from the game. You've seen movie cells, right? They are a frame of film that is in a smallish frame and they are a keepsake. I have some, one of them is from the Mummy movie. They can be worth aot later on to big collectors if kept in mint condition.
