Did they announce a change to Online Ranked Matchmaking?

The past two or three days I would say around 75% or more of the people I played were at true skill rank of 30+. Compare that to pre1.02 where I would say 75% of the people I played were noobish skill levels.
Is it just a result of the patch and people no longer having to wait several minutes per game... thus creating an effect where lesser skilled players can get frustrated quicker and leave? Or did they announce a change that tries to match you up with people closer to your true skill rank?
 
I think of 1000+ games I've played about 10 ranked matches ..why? Because of the wait ..u play 1 match against 1 other guy ..and have to wait ~5 mins to get into it, with chance of desync thats ridiculous ..waiting about 20 min for 1 game? ..nah thanks ... :x

also ..I don't think theres no such thing as "Skill-level-search" ..
 
When's the last time you played ranked? I haven't waited more than 10 secs or had a desync in nearly a week.

I know there's no skill level search... im asking if they announced a change in how matchmaking occurs
 
havent heard anything about an ranked match announcement..

yesterday night I've tried one again. waited ~6 min -> desync -> gn8 :)
