That's a fail. I believe the proper fighting game term is "turtle-ing". Which DOES exist (For example: HADOUKENHADOUKENHADOUKEN...HADOUKEN, SHURYUKEN!!!). But it's not that big of a deal, and is important for characters like Sindel and Noob.
