I think X-Rays should be limited to one per match. So basically, you have an X-Ray icon and you can use ONCE during the 3 rounds. Your super meter fills up the same except at the 3rd bar, you just get an extra enhanced move or you can use a breaker and you will go down to two bars so you can...

I don't mind the breaker system. Leave that in place with the Enhanced move system. So either you get one enhanced move (use early), two enhanced moves OR a breaker for a full metre. Breaker does 10% damage max (not sure what it does now) but can reverse anything. Then there should be an XRAY...
