Umm.... yes you can. The only character that is banned from tournaments from now on is still Kratos. And that isn't because he's a guest character, its because he's not on both systems.

Sheeva's teleport stomp is easy to see coming and can be countered easily by jumping away. Or if you're Sektor, you can counter with your own teleport uppercut into a combo. :p
