With the end of MK9, I'm pretty sure Quan Chi will be in MKX. I vote YES.

Another possibility is each character have two fatalities plus - some have a brutality - others have an animality - others have the new -ality - others have a third fatality etc... It could be nice if it is dependant of the nature of the characters.

The return of an ancient finish move doesn't mean the new -ality announced is this ancient finish move. Maybe MKX characters will have two fatalities, an animality AND a new -ality.
