I highly doubt shao kahn will be DLC. and if he is i would imagine his power will be tweaked a bit. hammer spam online is not good

I doubt any of the bosses will ever see online, at least not under normal circumstances. I'm pretty sure NRS is planning to enable them at some point, cause they are already on the disk bios, moveslist, and all.
Its going to happen.
