Tanya not at C-3

Tanya is the last alt costume I need and every guide says she is at c-2/3 in outworld yet I have never seen her there. I have trained with her in Edenia and beaten her in Netherrealm. Any idea where she is?

Also I have the white lotus emblem and Kai does not show up in A-3 outworld for some reason. Are these bugs or something?

I have already completed Konquest just in case that matters.
