It's the same amulet...

I remember the one from the novel, but it was completely different.

If you read the book's description of the amulet, it describes it as "smooth white orb set in a gleaming, ever-changing golden shape suspended from a simple leather necklace. The amulet had been forged by Rayden ages before and given to him by the high priests of the Order of Light, who told him that it was a piece of the sun and a piece of the moon, the two dichotomous parts of P’an Ku." Pretty different than being forged by Shinnok to gain access to the Earthrealm.

Also, the book was written by Jeff Robin in 1995 and predates story elements introduced in MK Mythologies by two years. So for example, Scorpion's real name (Hanzo Hasashi) had not been created yet. The book did its own thing, naming him Yong Park. This didn't contradict anything in the game's canon at the time, but it would. Similarly, the concept of Shinnok's Amulet hadn't been invented yet when this book was released.
 
No novel one came out before Shinnok's but the backstory of both amulets are similar with the elemental gods I believe...
