Since when did Raiden have the ability to resurrect people? He tried in MK:D and we got a lifeless killer zombie in Liu Kang.
Bottom line is that we absolutely have no clue, and its up to NRS to inform us of this. My guess is that they're going to pull an X-Men, but hopefully Vogel has come up with some good shit.
Only Shang Tsung can transfer souls into a body. Which is why that theory of him being resurrected by Quan Chi can't work.
More than likely it'll be Subz711's idea of Cyber Sub Zero being cleansed by Quan Chi's Inner Sanctum. The same way Drahmin was in his MKDA ending.

I doubt Vogel will come up with something unpredictable, because fans don't really care how he come back.
NRS should think twice before killing any characters in a first place. Vogel did it in MKDA, then ressurected them in MKD/MKU, did it in MKD intro, then ressurected Raiden in the game, then ressurected everyone in MKA without any explanations...did this again in MK9/MKA..he'll never learn.

Canon from MK4 goes that Raiden pleaded with the elder gods to resurrect Johnny Cage to help him fend off Shinnok's claim for Earthrealm. So it's not like he's always failed at bringing people back.

My MK9 Soulnado separation theory comes to mind.
Bi-Han and Noob get separated in the Soulnado / he gets cleansed, either giving us Bi-Han and Noob or just Bi-Han Sub-Zero (which fans care more about).
Plus, is everyone all of the sudden just forgetting all of the history between Quan Chi, Shinnok and Bi-Han in MKM: SZ, which took place before MK1???
