You can play as Noob Saibot in UMK3...He has no special moves at all though.

It's a mod to the UMK3 Revision 1.2 ROM.

You can mod it on the chips or on the MAME ROM by activating a cheat
 
Mods don't really count, but I thought I already covered that when I said:
