Can anyone tell me what the difference is between low and high punch?

In the first trilogy of mk games? I've played these and every fighter that's ever come out but only recently it hit me. What is the difference? Is there frame difference? (recovery, active, frame advantage on hit or block?)
 
Exactly and if your close and do HP you'll start a combo and if your close and do LP you will grab them.

Edit: Unless your playing MK1 or MK2
 
I think so, yeah. At least it does if they're blocking.

I know HP's generally do more damage, hence they're used more in juggles, but obviously an LP has better odds of landing or doing chip damage on the ground, hence RUN-jabs normally being done with LP.

No idea about frames, though. I'd guess they're about the same in that regard.
