Color Balance Not Working

Yesturday I was making a sig the same way I do any other. I used a color balance layer and it worked fine. I saved the sig and then started a new one. This time, after finishing the b/g, I was going to add a color balance layer like I always do after the b/g but when I move the slider for a color the colors dont change, the color just stays black and white (if i use white) Does anyone know what I did to disrupt this from working?

UPDATE: I found out it only works on white, and idk but it also seems to only work with one brush i used, cs-abstract-exsplosion. It might work for other brushes but only if i use white over black for brushing. I still cant figure out why it isnt working the way it should though.
 
Make sure you canvas style is set to RGB rather than grey scale. Sometimes that is the problem.

Wish I could help ya here Kona... I haven't ever even seen Photoshop so I don't know what problems you're having.
