My hunch is no, but I don't have not found any evidence to suggest to that won't happen.

Re: Will Playstation Vita users get Mortal Kombat 9 Demo?

While they did create a demo (what was at the final days of the Vita Social Club events) I don't believe you'll see that demo get a wide distribution due to many aspects mostly due to how old the demo code base was. Not to mention how people dug spoilers out of the last MK demo that came out and they want to make sure Vita exclusive secrets are kept... well a secret.

Due to how long development and certification takes often when a demo version is developed the code for it is often "forked" off of the main game. This is done typically long before the game is finalized so the demo can come out before the game is released. So this is hard to understand for most users so they think that's how the final game will be. So it's safer player expectation wise not to release a demo until after the main game is completed and base it off that code, but that often defeats the purpose of a demo (to get pre-orders and pre-release hype).

So unless they spent more time after release doing another demo, I don't think they'll be a public demo of this game especially since it's really a game people know already so they know what to expect at the bare minimum.
