How about an ALL ninja roster instead? Ninjas are to MK what the Pinstripes are to the New York Yankees.

I am sorry, but all characters coming back is really bad idea... I mean it would completely disregard the MK9 story mode, take away alll of its seriousness. What is the point of rebuilding the series if you are going to make the same mistakes again? Dead characters should stay dead at least for one game, otherwise the whole MK story will go to shit once again.

And even from the characters who are alive, only a few should return.
 
These are there characters I wouldn't mind if they returned after doing alot of thinking.

Baraka - maybe, he's a great character but like Reptile, has little progression, gets stale.
Drahmin - YES! He could be a terrorfying character. Listen to his grunts, he means buisness. Drop the silly fly ball thing though.
Ermac - Yes. More can be explored with them.
Havik - Yes. I want more chaos realm.
Johnny Cage - Yes. Development needed though
Kabal - duh!
Kano - Yes. He's Kano.
Kenshi - Yes. One of the best newer characters.
Mokap - ....awkward silence.
Noob-Saibot

Quan Chi - Yes. I he doesn't get old to me and he's a damn fine character. This might sound ridiculous but what if he turned more nuetrual? Just a thought

Raiden - of course
Rain - yes. Edenian characters need more presence. I wouldn't loose sleep if he didnt return though.
Reiko - Yes. He's cool and as potential. His story could go multiple directions
Reptile - maybe, same as Baraka
Sareena - Yes.
Scorpion - ...i have no say i that matter so I'll say yes anyways.
Sektor - Yes. Lin Kuei's new leader.
Shinnok - duh
Sub-Zero

Johnny Cage needs to return, he is MK. Jade as well, not from the get go storywise, but in the roster. Johnny can make some kind of deal with Shinnok and Quan Chi to resurrect her. Raiden gets upset about this and Johnny fights good and bad guys to save Jade
 
Unfortunately, if they had all characters plus more, we're going to see alot of things half-assed.

As a side note, I found a tweet quoting Ed Boon saying two of his favorites (characters) will be at E3. My guess is Scorpion and Kenshi..?

I would like for all of th Mortal Kombat 9 characters to return accept for Cyber Sub-Zero,Freddy Krueger,Goro,Kintaro,Quan Chi,Shang Tsung & Sheeva.I don't want to see those 7 characters return along with the other Mortal Kombat 9 thats coming to Mortal Kombat X.

These characters can rest, while everyone else is welcome to return.
 
I want all the ninjas to return (Sub-Zero, Scorpion, Reptile, Ermac, Smoke, Rain and Noob) also Kenshi, Raiden, Cyrax, Sektor and Kabal. I don't want Sonya, Johnny Cage (their daughter is a copycat, no need for more), Stryker, Jax, Sheeva and Mileena to return.

Bo Rai Cho: Not a fan of him being playable but making a cameo is fine
Drahmin: felt like he was created to just be created
Hsu Hao: Just NO
Jarek: Kano wannabe, can't replace an Original
Mavado: has/has potential, but for me ultimately NO
Mokop: Do i really need to say it...NO NO NO NO NO!!!!!!
Moloch: i liked him as a Sub Boss, not to be playable
Dairu: No thank you
Darrius: Jax was already the token Black guy...nope
Hotaru: to be honest im on the fence with him.
Kobra: Serious wtf was Ed Boon and team thinking

Fujin: The new protector of Earthrealm for the new generation of fighters

Kano: My main man, he is the ing survivor of the serious
Kira: Her design and backstory was good. Give her an individual moveset and she be golden

Mileena: Spotlights in her now, especially with no more Kitana
Nitara: Give a Slight redesign (almost like D'vorah but with batwings)
Quan Chi: Duh!
Raiden: More of a cameo role bc i think he should accept/take the role of an Elder God
Rain
Reiko: General to Shao Kahns army with GREAT ambition
Reptile: Would like to see him not be an underling but set out on his own
Sareena
Sektor: You can't have "Mustard" without "Ketchup"
Skarlet: Now that she has been "freed" what will she do
