Mortal Kombat Pen and Paper RPG?

Aside from the homebrewed game Mortall Konquest:

has anyone else tried to put the Mortal KOmbat Universe into a pen and paper RPG format?
Have the creators thought about perhaps Letting the OGL or some other group take a crack at the characters?
